Yes, it's a custom. I don't know about the "blockhead teachers"... I suspect there may be some PE teachers that might have difficulty with obscure nanori.

Anyway, since children start using the school swimsuits in early childhood, it is a customary to write the names in hiragana. Easier for everyone - and it just stays that way.
