It's when Yukari's drunk and rambling on about EDUCATION!! DAMN THE TORPEDOES! and the like.
Problem is, did she drink with terrible force, or was it the discussion that was forceful? Perhaps it's the argument that was forceful instead.
Additionally, did she drink while she was talking about education, or arguing about it?

It's ambiguous to the point you can read it a total of six ways (drunk with force while talking, then argued - drunk while discussing with force and then arguing... etc), if you're into that sort of thing.
