Yotsuba&'s a monthly serial, so yes, Azuma releases(or is supposed to release) a new chapter every month. They do not come translated, helpful people who know moonrunes like Ralen translate and/or edit the Japanese scans in order to provide the rest of us peons with a translated version.

Then, when there are 7 new chapters or so, they get printed together as book (volume) - currently vol. 8 is in progress. Then some time later the volume gets picked up by ADV or whoever in US and other countries and gets official translation.

They're not really "released" online, per se, they're published (for purchase) in a monthly comic magazine in Japan, and then some Japanese fellow scans the pages and uploads them to a P2P program, where they then get downloaded and subsequently translated.
