The legality of lolicon in the US is "questionable." It was explicitly made illegal by act of Congress, but this part of the law was struck down by the Supreme Court by the reasoning that illustrated child porn did not require the commission of a crime to create (which is the reasoning behind making possession of child porn illegal), and being unconstitutionally vague.
HOWEVER, a law was later passed that again made things like lolicon illegal in a way that the lawmakers believe will pass the test for vagueness, though the Supreme Court could conceivably still strike it down for the other stated reason. Indeed, at least one person, to my knowledge, has been convicted under this new law, although this personal also possessed real child porn as well, making an appeal on this ground pointless from the perspective of the defendant.
So, if you want to know where you stand, legally speaking, in regards to possessing lolicon in the US: it is illegal by current law, and the current law is nearly identical in effect to a law that has very recently been ruled unconstitutional. The real question then becomes: do you want to be the one to test it?
