It's just this, there's no comic attached to it.
It's part of a contest for muslim-related anime fan art, this is one of the better results. (although the attached picture made me laugh, too)

It is cute, although what's funny about that is it's the complete opposite of how Yoko dresses in the actual show.

The notes in the back of The Shinji Ikari Raising Project volume 3 actually had a few paragraphs about anime fans in the Muslim world and the Arabic versions of shows. I was surprised it didn't mention Malaysia, though, which I think has the most Muslim otaku,
