Probably creates mystery to add caucasian features to anime characters, such as "do caucasians really have those qualities"? Mystery = Money.

Or maybe it's to appeal to the caucasians to boost sales oversees. That way, caucasians can ease to the Japanese characters and not feel too out-of-place, or distant, from them.

Uh, no. There were a few magical girl titles before Cutie Honey:

Himitsu no Akko-chan
Sally the Witch
Mysterious Melmo
...I know there's a couple more but I cannot recall their titles ATM..

...but yes, it is certainly true that latter titles in the genre are little like the originators.

I thought it was "Marvelous Melmo"... in Japanese its ふしぎなメルモ. The Post Office issued a set of stamps with her on them some years back - I have some in my collection. Both people are the same person - the pills change her from one to the other.
