I want to make another desktop image out of this picture, but the darn railing makes that impossible.

Can't you shop it out and put it on a background? If it was a vector image, I would do just that.

If you look closely the outline is pencil and the colors painted in. It might be possible to remove the background element but not easy.

If you're crafty you might be able to use the rails on the right side and overlay them on the left side to make it like it continues far beyond until you get the size you want.
