Okay, I originally just glossed the image in >>227433, but there were a few words I couldn't make out. All I caught was "Magazine" and "Before I was a manga artist," so I assumed it was someone Barasui looked up to in his youth. Now that I've spent a little more time on it, I can read it.
It looks like that tweet is implying that Barasui (who is chronically absent from Dengeki Daioh) was redoubling his efforts to actually get his work submitted on time due to his experience with Uni-san's twitter.

"...Huh?"
3.
"What!? No way, is this...?"

"Uni-san!"
"Uni-san was..."
5.
"...someone who had taken an interest in my art back when I was doing magazine submissions before becoming a manga artist."
"We exchanged letters for a number of years. He was like my number 1 fan."
6.
"I haven't gotten in touch with him in ages though..."
(Man, what are the odds of stumbling across him like this?)
"Hehe, I'm glad he's doing all right!"
7.
"Ohh, list of favorite manga..."
"Huh, I don't see Mashimaro in here..."
