I'm not sure why the first part would be "I have to" anything. There's no conditional, or -nakya or anything like that, so I figured it was just a statement of fact. Also, the modottekita is already past tense instead of -te form so I figured it was describing something that had already occured.

I was a little stumped on the baka ni shita part, because I would have ordinarily not expected to see a past tense verb in that context. I again figured the past tense was an admission of having already done something dumb (and it being bad), rather than "if I do something dumb it's bad."

Looks like we got the second half mostly the same though.

Hmm...could be. However, coupled with her "Baka ni shita akan," I interpolated that she was insisting to herself that she do something right so people wouldn't make fun of her.

Because the moderation/enforcement is inconsistent, and does not match the rules.

For example, 208687 was deleted even though the rules clearly state that underwear is OK.

Meanwhile, images like 208702, 208712, 208695, 208670 are still out on the front page despite being against the rules (photographs/image macros not on topic). 203449 is likewise against the rules (violence).
